Full Description:
Our client is a well known and respected Higher Educational Establishment in the West Yorkshire area. They seek to make a senior appointment in the Engineering Services division and recruit an individual to manage the department.

Supervisory Responsibilities:
All staff within the Engineering Section including engineers, energy managers, technical staff, external consultants and contractors.

Outline of Job
1.Lead and co-ordinate the strategic management of the engineering assets covering high and low voltage electrical infrastructure, mechanical ventilation, heating and cooling plant and mechanical handling equipment.
2.Responsible for developing policy relating to both capital investment of new engineering assets and maintenance strategies for existing engineering systems.
3.Lead, direct and implement new programmes and strategies to manage utility usage and reduce energy consumption within existing portfolio and proposed capital projects.
4.Lead and manage a team of professionals both internally and externally. Strategically setting action plans to accomplish business needs, leading by example and coaching others in appropriate areas.
5.Lead representative in respect of current and future discussions relating to the Generating Station with NHS Trust and third party service providers.
6.This role forms part of the Technical Services Team, responsible for providing effective leadership, development and direction across Estates Technical Services.

All members of the Estates Technical Services Management Team will:

Duties and Responsibilities:
1.To develop and agree strategy relating to engineering and energy management and contribute to the overall Estates Services strategy and policy as a senior member of the Estates Technical Services team.
2.Provide advice to the Estates Management Team on the strategic development and management of engineering systems on and off campus to ensure best value is considered in both capital development projects and maintenance operations.
3.Responsible for developing, updating and maintaining engineering standards throughout the Estate and ensuring that internal and external teams achieve the required low energy and by sustainable standards in line with Estate Strategy.
4.Act as Estate Services lead in developing timely and cost effective responses to new and emerging legislation relating to energy and engineering related matters.
5.Support Capital Development projects teams to ensure that best practice engineering design is considered within new schemes and that systems are consistent and fit within overarching engineering strategies.
6.Develop life cycle costing strategies and solutions in conjunction with other Estate Services stakeholders to support investment appraisal decisions.
7.To comply with and ensure an effective services response in relation to statutory regulations, especially health and safety.
8.Participate in the procurement of engineering related professional services contracts and framework agreements for use throughout Technical Services.
9.Manage external consultants and contractors to ensure that service delivery meets best value principles and develop key performance indicators including customer service to maintain high standards throughout supply chain.
10.Contribute to the capital investment plan and assist in the preparation of engineering and energy related works budgets.
11.Responsible for the procurement of and energy management of utilities in all University premises ensuring its efficient and cost effective use.
12.Oversee the development and management of a cost effective energy/carbon reduction scheme and programme of works to deliver 10% reduction in energy use by 2010 and beyond in conjunction with other stakeholders.
13.Development of benefit tracking system from energy/carbon savings to maximise return on investment and to generate future finding for reinvestment in further energy reduction schemes.
14.Produce high quality and timely management information relating to energy procurement, consumption and reduction on a regular basis.
15.Act as lead representative and project manager of engineering focused capital investment projects within Estates Technical Services.
16.Manage key outsourced support contracts such as lifts, automatic doors, security systems and fire alarms to ensure strategic plans are delivered across Estate Services.
17.Prepare reports for various groups and committees and represent Estate Services at meeting when required.
18.Represent Estate Services on both internal and external property forums to ensure that the Service retains an innovative and leading edge project to the construction, delivery and maintenance of engineering systems.
19.Be a key individual in shaping and building the Technical Services area to meet future needs, taking a role in delivering change, setting direction and long term plans for the future. Implement change to business as usual activities to maintain them as a leader within Higher Education service delivery.
20.Take responsibility for enhancing and ensuring safe working practices across all engineering services work, developing and enforcing clear guidelines and liaising with the Estates Health and Safety team to ensure the health and safety of self, team and other parties at all times.
21.To undertake any other reasonable duties as directed by the Deputy Director (Technical Services).
